Water Treatment Plant Funding
The total cost of the
MCRWASA water treatment plant project (including design, construction
oversight and land acquisition) was approximately $27 million.
Funding for the project included:
- Total of approximately $6.8 million in US Department of
Agriculture (USDA) grant funding,
- $18.17 million in US Department of Agriculture (USDA) loan
funding
- $2.013 million Drinking Water State Revolving Fund (DWSRF) loan
(approximately approximately $1,610,400 of which is designated for
principal forgiveness), and
- $40,000 Rural Center grant.
MCRWASA sells
water on a wholesale basis to the Town of Williamston, Martin County
Water and Sewer District 1 and Martin County Water and Sewer District 2.
Martin County Water & Sewer District I will be served by MCRWASA well
#1, not the water treatment plant. The MCRWASA will NOT have any retail / residential customers.
The operational, maintenance and debt service costs of the water
treatment plant and the rest of the MCRWASA system has been incorporated
into the cost of wholesale water sold to the Town of Williamston, Martin
County Water and Sewer District 1 and Martin County Water and Sewer
District 2. The MCRWASA receives revenues through water sales to
each member entity. Therefore, costs are shared equitably based on
the benefits received.
