Because of the second phase of reductions and the fact that the water treatment plant is not scheduled to be operational until July 2015, our communities needed a way to address water needs prior to the completion of the water treatment plant. The intermediate needs were addressed through two projects:
The construction of a new water supply well, the Penco well began in December 2012. The Penco well (now known as MCRWASA well #1) was completed in 2015.

- Interconnection with Robersonville to purchase water on a short-term basis
- Construction of an additional well (using credits from a former Penco Company well in Hamilton)
